Observers of President Obama are no strangers to his proclivity to engage in preening populism, including his commonly used vision of every American "playing by the same rules."
Yet whether it's been executive overreach on immigration, unilateral delays to Obamacare, or even his own oft-broken promise not to let lobbyists into his administration, that mantra doesn't seem to apply to his White House.
