The refusal of former Hillary Clinton aide Bryan Pagliano to testify about the private server he helped set up for her at the State Department "raises the specter of criminal action," CNN's Elise Labott said Thursday.
Clinton has repeatedly claimed she did not break the law or pass classified information through her server. Her campaign insists it wanted Pagliano to testify after he was given a subpoena.
