Suzette Hall a 46-year-old grandmother from Loveland, Colorado is accused of offering topless haircuts to customers out of her home salon.
Authorities were unable to find any evidence of Mrs. Hall actually offering topless haircuts, and arrested instead for cutting hair without a license and felony criminal impersonation.
